The core claim is not simply that AI is “like” speech in a vague sense. It is that interacting with frontier models can be part of research, criticism, testing, education, and the publication of findings, all of which sit close to the center of First Amendment protection. That matters because Trump’s restrictions are not just narrow licensing rules on a physical product.
